Dustin Volz will soon be joining the staff of Reuters in D.C. to cover cyber and surveillance policy, starting in October. Volz comes from the National Journal, where he is a tech correspondent since October 2013. Also at Reuters, Jessica Toonkel has been named a U.S. media reporter, effective immediately.
