Thomas Kaplan and Matt Flegenheimer have moved to The New York Times Washington bureau to serve as congressional reporters. Kaplan has been at The New York Times since 2010, originally serving as a statehouse reporter in Albany, NY for five years and most recently covering national politics for the past year.
