Declan Walsh is joining the Cairo bureau of The New York Times Foreign Desk as bureau chief replacing David Kirkpatrick.

David Kirkpatrick is leaving his position as Cairo bureau chief to go on a book tour. He will act as a enterprise reporter in the London bureau upon his return. Kirkpatrick as been in Cairo since 2011.

Dionne Searcey has moved to the Dakar bureau to serve as West Africa bureau chief. She was previously an economics reporter. She replaces Adam Nossiter, who is now in Paris.

Andrew Higgins will join the Moscow bureau as a correspondent. He previously covered the refugee crisis from Germany and the economic crisis in Greece. Higgins has been a foreign correspondent for The New York Times since 2012. Chris Buckley is returning to Beijing as a correspondent. He has been in Hong Kong covering China news since 2012. Javier C. Hernandez is also moving from Hong Kong to Beijing. Hernandez has been writing on China since July 2015, after covering metro news in New York until 2014.
